I think the better theory is that the echoes occur during moments of heightened emotions.

That's more likely, but Gulliver didn't mention any emotional outbreaks. We still need to see his echo to confirm that, though.

Doesn't necessarily have to be the fictional's emotions. The woman's emotional outbreak could've been enough. But it is likely that it also affected Gulliver on an emotional level, even if he didn't display it physically, or think it worth mentioning in his blog.

It's either moment of heightened emotion or whatever is narratively important to their story. The laws of fiction are coming through, though, so those two tend to overlap more often than not. For instance, the Witch's depression in her comic ended with her firmly deciding to help us get her back. R&J's was about their breakup, the main plot point so far. Quixote's was when he met Tara, who seems to be the driving force behind his plot, other than his own rampant insanity and Crazy Awesome.

I'm guessing it's a combination of both, personally.

To me, the fact that he's "more moronic than she pictured" is indeed a clue that she has met him in person, although there are alternative takes on it.

I found the quote from Not Your Sayu-chan from page five of this thread, posted shortly after Gulliver's most recent blog entry (which is why I felt it seemed a lot like trolling/ implying that she'd really met him).
Pixel rephrased it with an alternate interpretation of what she might have meant.

Forgive my skepticism, but that would involve an amazing amount of coincidence. You somehow stumble upon his blog, immediately dislike him. Then he stumbles onto your island, where you happen to be hanging out and you spot him, recognize him, and decide you want to insult him? How do you account for all that?
