He was played by Bill Cohen. He can tell you more, but here's my $.02.

Mr. A has some paid and pseudo-paid agents he uses in the real world. They work for him when the plot demands, quit when the plot demands.

Ace was fired shortly before the end of Season 2. Mr. A contacted him again for this project, and he accepted cause he was desperate for employment, and then he got fired again.

Agent X is one of Mr Admin's many, many factotums in the real world who can be called on to do stuff at short notice. As you can tell from the letter, Agent X is more active and seems to have more funds at his disposal, given the globe-trotting he accomplished at Mr Admin's behest and without getting paid in advance.

At this point we cannot confirm Agent X's whereabouts. Or if Mr Admin will ever get around to paying him back for his travel costs.

Actually, how would Mr A even have cash? He's a load of dudes in an empty space.

So, long story short, Mr A (or at least A Prime) is a jerk. Yep, seems to be what we were assuming. Nice to have it being even more cannon though.

Oh, sorry. I stopped at S1E6. I dunno why I have'nt finished it, I liked it a lot!

I was thinking about finishing it tomorrow, though I'm not sure if I'll be able to.
