I highly suspect there's more of them that that. Joe recieved nearly 100 letters, which admittedly could have been just several letters per person but... I dunno, I doubt it.

During the war of 1812 the British army enlisted the help of natives, they dressed them up to make the US army think that they have bigger numbers. I believe most of the people sending the letters were just paid to write something threatening not knowing where they'd be sent, so that they would make Joe think there's a lot when they could be just a handful. Just a hypothesis I could be wrong.
